India's global trade landscape is rapidly evolving, but exporting certain sensitive goods comes with added responsibility and regulation. If you're dealing with dual-use items—goods that can be used for both civilian and military purposes—you'll need a SCOMET Export License. Issued by the Directorate General of Foreign Trade (DGFT), the license ensures that sensitive goods are exported in line with national security and international non-proliferation commitments.


What is a SCOMET License?


The acronym SCOMET represents Special Chemicals, Materials, Equipment, and Technologies. These are products that, because of their possible military or strategic application, need express authorization before being exported. The items are included in Schedule 2 of the ITC (HS) categorization of import and export items, Appendix 3.


Before sending your goods abroad, you must get a license from DGFT if it fits within any of the SCOMET categories.


SCOMET License Applicability

The license is required for export of:

  • Dual-use chemicals and biological materials

  • Aerospace and nuclear equipment

  • Electronics, sensors, lasers, and avionics

  • Defense-grade software and technology

  • Missile technology and related components


Your Import Export Code (IEC) may be revoked, among other harsh penalties, if you export certain goods without first obtaining a SCOMET license in India.


Step-by-Step Guide to the SCOMET License Procedure

Step 1: Identify the SCOMET Category

Check if your product falls under the SCOMET list categories (0 to 9). Consult DGFT’s SCOMET list or take expert help to classify your item correctly.

Step 2: Prepare Required Documents

You’ll need:

  • Cover letter explaining the export purpose

  • Technical details of the product

  • Purchase order or agreement with the foreign buyer

  • End-Use Certificate (EUC)

  • Company IEC (Import Export Code)

  • Copy of PAN and GST registration

  • User Declaration Form (UDF)

Step 3: File the SCOMET License Application

  • Visit the DGFT portal.

  • Log in with your IEC and password.

  • Go to Services > SCOMET > Export Authorization Application.

  • Fill out the online application form and upload all required documents.

  • Pay the application fee (if applicable) and submit.

Step 4: Inter-Ministerial Consultation (IMC)

Depending on the product category, your application may be forwarded to an Inter-Ministerial Committee for detailed review, especially for defense, nuclear, or space-related goods.

Step 5: Check DGFT SCOMET License Status

  • After submission, regularly track your application under “My Dashboard > Submitted Applications” on the DGFT portal.

  • You can also receive email/SMS updates from DGFT.

Step 6: Receive and Download the License

Once approved, the SCOMET license will be digitally issued and available for download. Ensure to print and attach it with your export shipment documents.


Validity of the SCOMET License

Usually good for one year after the date of issuance, however this might change depending on the type or particular requirements of approval.
